Job Description

The Assistant Planner is generally responsible for administering, regulating and enforcing the Town & County zoning and subdivision control ordinances subject to the guidance of the County Planning Director, Plan Commission, Board of Zoning Appeals, and affected Town Boards. This staff person serves as the primary liaison to the Town of West Harrison.

Primary Responsibilities:

• Assists the Planning Director with the coordination and facilitation of long-range planning initiatives within the County — including updating the County’s Comprehensive Plan
• Conducts special studies and reports, as directed by the Planning Director
• Assists in the development of the departmental annual report
• Serves as a primary responder to inquiries from the public on zoning and subdivision control regulations — providing quick, accurate, and courteous customer service
• Administers, reviews, and approves Location Improvement Permit applications, Certified Surveys, and Minor Site Plan Reviews
• Prepares staff reports, and makes presentations for relevant meetings and public hearings held by the community’s affected Town Boards — performing pre-application meetings with potential applicants prior to these scheduled events
• Maintains the Town Planning & Zoning websites
• Provides grant-writing assistance to Town and County entities
• Enforces the zoning and subdivision control ordinances by investigating and taking proper action against ordinance compliance issues — primarily focusing on properties located in the eastern portion of the County (as directed by the Planning Director). All inspections should be performed, at minimum, on a semi-monthly basis.
• Prepares staff reports for proposed amendments to community zoning and subdivision control ordinances

Qualifications:

The staff member in this role must have outstanding interpersonal, written, public speaking, and customer service skills and should also be proficient with computer software such as Microsoft Word, Excel, Powerpoint, Publisher, Adobe Photoshop, and GIS based software such as Arcview and ArcMap.

• A Bachelor’s Degree in urban planning or a closely-related field
• A minimum of 1 year of professional work experience in the planning field is preferred
